The Costa Rican Government assured through a press release that the 10% of the homes with most income will be paying for 60% of the resources that would be collected with the fiscal plan, Project 20580 for the Strengthening of Public Finances, which is currently in discussion in the Legislative Assembly.

This is an estimate of the Ministry of Treasury after revising the new adjustments that have been done to the proposal, since yesterday the period of incorporation of motions in the Special Commission came to an end.

“Out estimations show that the project maintains its progressiveness. With the adjustments incorporated up to Tuesday, we calculate the total income in approximately 1.29% of the GNP. The highest collection in both income tax and VAT comes from those that have the highest resources”, stated Nogui Acosta, vice-minister of Treasury.

According to the information offered, 93% of the changes of salary tax will be paid by those with highest income, this sector will also take on 82% of the measures applied to the financial sector and 35% of the VAT. The remaining amount on salary tax will be paid by those that come right behind the group considered of “highest income”, this group will also be taking on 26% of the VAT.

“Even though the proposal that is now in the Legislative Assembly for its discussion does not reach the sufficiency of the initial proposal we sent to Congress, it does maintain the equity and progressiveness, that we have defended, specially with the purpose of impacting as little as possible the most vulnerable population in the country. We are able in this way to maintain the goal of the Alvarado Administration that those who have more pay more”, said Acosta.
